I don't know how cheap you want but at Mongo's they serve set lunches for $4. They have burgers and very good fish and chips. It's kind of western-style but it's a popular place: it's has 3 wood fires. It's open till 2 am and happy hour is between 6.30-7.30 during weekdays. You'll find it near Plaza Isabela la Catolica
